FN0056-COMMERCIAL - Herring - Roe: Seine (only) and Food & Bait Quota Allocation Selection Requests - Licencing Information and Instructions
For the 2025 fishing season, Roe Herring Seine licence eligibility holders can access respective shares of the Food and Bait and Roe Herring fishery quotas in the Strait of Georgia Area. Licence eligibility holders may: - allocate the entire quota associated with the Roe Herring Seine licence eligibility to a Food & Bait herring licence, or - allocate the entire quota associated with the Food & Bait herring licence to a Roe Herring Seine licence, or - choose to harvest the individual fishery shares under the authority of each of the respective Food and Bait and Roe Herring Seine licences. The deadline to make one of these selections is as follows: Roe Herring Seine to Food & Bait: option will be available until Feb 11, 2025 Food & Bait to Roe Herring Seine: option will be available until Feb 13, 2025 ROE HERRING SEINE TO FOOD & BAIT ALLOCATION If allocating the Roe Herring Seine quota to a Food & Bait Herring (category ZM) licence for the 2025 fishing season: - a fixed quota of 19.492 tons will be added to the licence share in the Food & Bait (category ZM) conditions of licence, - the Roe Herring Seine (category HS/FHS) licence must be marked as inactive on the licence application and therefore will not be eligible to participate in the 2025 Roe Herring Seine fishery. All Roe Herring application submissions must be made by email at DFO.LicensingPelagics-Permispelagiques.MPO@dfo-mpo.gc.ca - the Roe Herring Seine licence eligibility holder submits a request via the National Online Licensing System (NOLS) to request the Roe Herring Seine allocation be placed on the Food & Bait Herring licence and to identify the category ZM licence the allocation is to be associated with. Once processed, the amended category ZM licence document and conditions will be available in the NOLS account. FOOD & BAIT TO ROE HERRING SEINE ALLOCATION If allocating the Food & Bait quota to a Roe Herring Seine (category HS/FHS) licence for the 2025 fishing season: - a fixed quota of 7.9365 tons will be added to the licence share on the roe herring Seine licence documents, - the Food & Bait Herring licence holder submits a request via the National Online Licensing System (NOLS) to request the Food & Bait Herring allocation be placed on the Roe Herring Seine licence and to identify the category HS/FHS licence the allocation is to be associated with. Once the selection is made, the allocation is completed, and the Food & Bait Herring licence is issued, it cannot be reversed. Once processed, an addendum to the Roe Herring Seine licence documents, to indicate the increased TAC for the category HS/FHS licence, will be made available via the email address associated with the licence eligibility holder; at the time of licence issuance for the Roe Herring Seine licence (which is anticipated to February 21, 2025). HARVESTING FOOD AND BAIT AND ROE HERRING SHARES IN RESPECTIVE FISHERIES Those licence eligibility holders not choosing to allocate the associated quota to either a Food & Bait Herring or Roe Herring Seine licence, will be required to follow the licence renewal instructions to issue the respective Food & Bait (category ZM) and Roe Herring Seine (category HS/FHS) licences for the 2025 fishing season. LICENSING INSTRUCTIONS: ----------------------- REQUEST TO ALLOCATE ROE HERRING SEINE QUOTA TO FOOD AND BAIT SELECTION - Login to your National Online Licensing System (NOLS) account. - Create a Licensing Services Not Listed Above Request. The request must come from the Roe Herring Seine licence eligibility holder. - Indicate in the comments box the Roe Herring Seine (category HS/FHS) licence number, the electing category ZM licence number, and that you "request to allocate the Seine quota to Food and Bait Option". - Submit your request. A licensing officer will then review your request. - Within your NOLS account, print and complete the Roe Herring Seine Application form from the 'Print Documents' menu selection. On the Roe Herring Seine application form, the category HS/FHS licence must be marked as inactive for the 2025 fishing season. All Roe Herring Seine application submissions must be made by email at DFO.LicensingPelagics-Permispelagiques.MPO@dfo-mpo.gc.ca - Upon payment of the licence renewal fees being received (for both the Roe Herring Seine and Food & Bait Herring licences), the valid 2024/2025 category ZM licence will be replaced with amended licence and conditions, to indicate the increased TAC for the category ZM licence. - The 2025 Roe Herring Seine licence will be issued as Inactive. REQUEST TO ALLOCATE FOOD & BAIT HERRING QUOTA TO ROE HERRING SEINE SELECTION - Login to your National Online Licensing System (NOLS) account. - Create a Licensing Services Not Listed Above Request. The request must come from the Food & Bait Herring licence holder (who will also be the Roe Herring Seine licence eligibility holder). - Indicate in the comments box the Food & Bait Herring (category ZM) licence number, the electing category HS/FHS licence number, and that you "request to allocate the Food & Bait Herring quota to Seine Option". - Submit your request. A licensing officer will then review your request. - Upon payment of the licence renewal fees being received (for both the Roe Herring Seine and Food & Bait Herring licences), an addendum to the Roe Herring Seine licence documents, to indicate the increased TAC for the category HS/FHS licence, will be made available via the email address associated with the licence eligibility holder; at the time of licence issuance for the Roe Herring Seine licence (which is anticipated to February 21, 2025). Please note this is all irreversible once the allocations have been completed. Arrangements for at-sea observer services or EM installation shall be made by contacting the service provider at 604-291-6340 (between 08:00 h and 16:00 h, Monday to Friday, excluding statutory holidays) at least 72 hours in advance of the intended time of departing port. Licence holders and vessel masters are advised to fully review the licence conditions that address EM requirements.
