Fishery Notice

Subject to final approval of the  2024/2025 Pacific Herring Integrated Fisheries Management Plan, the following dates for Licence Renewal Fee Payments, Area Selection and Pool Captain Selection for commercial and communal commercial Roe Herring licences for 2025 will be made available as per the important dates indicated below. 

IMPORTANT DATES FOR THE ROE HERRING LICENSING PROCESS:

All deadlines are 16:00 hours on the date as stated below:

January 20, 2025: Seine and Gill Net licence renewal fee payment will commence through the National Online Licencing System (NOLS).

January 20, 2025: Seine & Gill Net applications will be made available through the NOLS.  

**ALL ROE HERRING SEINE AND GILL NET APPLICATIONS MUST BE SUBMITTED THROUGH TO LICENSING BY EMAIL ONLY (DFO.LicensingPelagics-Permispelagiques.MPO@dfo-mpo.gc.ca).SUBMISSIONS MADE IN THE NOLS WILL NOT BE ACCEPTED.**

January 31, 2025: Seine & Gill Net licence renewal fee payment deadline.

February 5, 2025: Area Selection, pool designation lists and pool captain selections deadline for Gill Net through application forms and pool designation list submissions; all of which must be submitted by email at DFO.LicensingPelagics-Permispelagiques.MPO@dfo-mpo.gc.ca  

February 11, 2025: Seine and Gill Net Inactive Option election for the 2025 fishing season, based on the selection of one of the following options: 
-The Roe Herring licence is being marked as inactive, as the licence will not be fished for the 2025 fishing season OR 
-the Seine licence is being marked as inactive to allocate the Seine quota to a category ZM licence OR 
-the Gill Net licence will be marked as inactive for Spawn on Kelp.
All Roe Herring application submissions must be made by email at DFO.LicensingPelagics-Permispelagiques.MPO@dfo-mpo.gc.ca 

Where the Seine quota is being allocated to a Food & Bait herring (category ZM) licence for the 2025 fishing season, a request to advise/identify the category ZM licence, must also be made through your National Online Licensing System (NOLS) account. 

February 12, 2025: If required, Gill Net Area re-selection process to commence at 13:00 hours through the submission of a Request for Roe Herring Gill Net Area Re-selection form, if areas are over or under subscribed; all area re-selection forms must be submitted by email at DFO.LicensingPelagics-Permispelagiques.MPO@dfo-mpo.gc.ca  

February 12, 2025: Food and Bait (category ZM) fishery closes for 2024/2025.

February 13, 2025: Deadline to indicate whether Food and Bait (category ZM) quota will be allocated to the licence eligibility holders Roe Herring seine licence (category HS/FHS); indication of this must be made as a request via the NOLS, when applying for issuance of the Food and Bait Herring (category ZM) licence. 

February 13, 2025: Area Selection, pool designation lists and pool captain selections deadline for Seine through application forms and pool designation list submissions; all of which must be submitted by email at DFO.LicensingPelagics-Permispelagiques.MPO@dfo-mpo.gc.ca 

February 13, 2025: Final Gill Net pool designation lists submitted by Pool Captains deadline; all pool designation list submissions must be made by email at DFO.LicensingPelagics-Permispelagiques.MPO@dfo-mpo.gc.ca 

February 18, 2025: If required, Seine Area re-selection process to commence at 13:00 hours through the submission of a Request for Roe Herring Seine Area Re-selection form, if areas are over or under subscribed; all area re-selection forms must be submitted by email at DFO.LicensingPelagics-Permispelagiques.MPO@dfo-mpo.gc.ca  

February 19, 2025: Final Seine pool designation lists submitted by Pool Captains deadline; all pool designation list submissions must be made by email at DFO.LicensingPelagics-Permispelagiques.MPO@dfo-mpo.gc.ca 

February 21, 2025: Target date for issuance and release of Licence document, Conditions of Licence and allocated quota; these documents will be available for printing in the NOLS.

PLEASE NOTE: any changes or updates to these dates will be provided by way of a fishery notice. There are 252 seine and 1,267 Gill Net licences, some of which may be held in DFO inventory or marked as inactive for other programs. 

LICENSING INSTRUCTIONS:
-----------------------

(A) LICENCE RENEWAL FEE PAYMENT IN NOLS:
- January 31, 2025 deadline for Seine and Gill Net licence fee payment

Once you have paid the 2025 licence renewal fee through the NOLS, the payment will be processed; licence issuance will then be completed at a later date. As a result, a receipt will not be provided until the licence has been issued.

(B) PRINT ROE HERRING SEINE OR GILL NET APPLICATION FORM:
Licence eligibility holders will be notified by email and Fishery Notice to login to their NOLS account and print the Roe Herring Seine or Gill Net Application form from their 'Print Documents' menu selection. Additional processing instructions may be provided in that Fishery Notice. Once printed, the following will be required to be indicated on the application form: 
- pool coordinator (Gill net and Seine)
- area selection (Gill Net and Seine)
- designated vessel (Seine only)
- indicate whether the licence will be marked as inactive for the 2025 fishing season (Gill net and Seine); Where licence eligibility holders will be indicating that the Roe Herring licence will be inactive for  Spawn on Kelp (Gill Net) or the quota is being allocated to a category ZM licence (Seine) or not being able to pool with other licences, please mark the selection on your application form. 

Those selecting to utilize the Food and Bait Herring quota in the Roe Herring Seine fishery, must make the notification in a request through the NOLS at the time of application for the Food and Bait (category ZM) licence. 

A separate Fishery Notice will be sent out with further instructions on how to allocate the Food and Bait Herring quota to a Roe Herring Seine licence or vise versa. 

**All ROE HERRING SEINE AND GILL NET APPLICATIONS MUST BE SUBMITTED THROUGH TO LICENSING BY EMAIL ONLY (DFO.LicensingPelagics-Permispelagiques.MPO@dfo-mpo.gc.ca). SUBMISSIONS MADE IN NOLS WILL NOT BE ACCEPTED.**

(C) GILL NET AREA RE-SELECTION (if required)

If area/gear types are over or under-subscribed, gill net area re-selection will take place at 13:00 hours on February 12, 2025, with full details to be announced by fishery notice. At that time, if you wish to participate in the area re-selection process, please indicate the new area selection in a request to be submitted by email to DFO.LicensingPelagics-Permispelagiques.MPO@dfo-mpo.gc.ca. 

Licences will only be able to move to another area on a first-come first-served basis until the ideal number for that area is reached. 

(D) SEINE AREA RE-SELECTION (if required)
If area/gear types are over or under-subscribed, gill net area re-selection will take place at 13:00 hours on February 18, 2025, with full details to be announced by fishery notice. At that time, if you wish to participate in the area re-selection process, please indicate the new area selection in a request to be submitted by email to DFO.LicensingPelagics-Permispelagiques.MPO@dfo-mpo.gc.ca. Licences will only be able to move to another area on a first-come first-served basis until the ideal number for that area is reached. 

(E)ROE HERRING GILL NET OR SEINE POOL DESIGNATION LIST: 
A copy of the Roe Herring Gill Net or Seine Pool Designation list form will be emailed to all previously identified Pool Captain/Coordinator. A copy of the blank pool designation list form may also be requested by email at: DFO.LicensingPelagics-Permispelagiques.MPO@dfo-mpo.gc.ca 

Submission of the accurate and fully completed pool designation lists is the responsibility of the Pool Captain;
-Pool Captains are advised that submitted Pool designation lists must include the Roe Herring application forms in the exact order of the Pool Designation List. (i.e. ensure that the first licence in the list corresponds with the top application in your submission, and that the second licence corresponds with the second application, etc);
- Gill Net Pool designation list submission deadline is February 5, 2025; Seine Pool designation list submission deadline is February 13, 2025.
- Only Pool captains may submit Pool Designation Lists and are reminded to ensure the accuracy and completeness of their pool designation list.

(F)SUBMISSIONS ONLY VIA EMAIL: 
Roe Herring Seine and Gill Net Application forms and Pool Designation Lists must be submitted via email at: DFO.LicensingPelagics-Permispelagiques.MPO@dfo-mpo.gc.ca 

Roe Herring Renewal Application forms rendered as inactive must also be submitted by email: DFO.LicensingPelagics-Permispelagiques.MPO@dfo-mpo.gc.ca 

(G) PRINT LICENCE DOCUMENTS: 
Once pools and quota numbers are finalised in February 2025, licenses will be issued; where the licence documents will then reflect all licences within each pool and the quota amount for the pool, along with a copy of the 

Conditions of Licence. All of which will be available to be printed from your NOLS account. The target date is February 21, 2025. Print all of the licence documents as instructed so that the licence and conditions are attached together. 

Licence eligibility holders are required to pay the Roe Herring Licence renewal fees through the NOLS. The Department also provides client support and assistance on how to use the system via e-mail at fishing-peche@dfo-mpo.gc.ca or by calling toll-free 1-877-535-7307, Monday to Friday (excluding holidays), from 07:00 AM to 19:00 PM Eastern Time.
