The proposed interim quota for the Food and Bait herring fishery, is 600 short tons in Strait of Georgia (SOG). This quota level is subject to change in- season; any changes will be announced by fishery notice. The share-based approach for access to the Food and Bait herring quota will continue for the 2019/2020 fishery. 500 tons will be shared on an equal percentage basis by each of the current 252 roe herring seine licence eligibility holders. An additional 100 tons will be allocated to a single ZM license to be fished for charity purposes, as requested by the Herring Industry Advisory Board (HIAB). It is anticipated that the Food and Bait Herring season will open on November 26, 2019 and licence issuance will commence on November 25, 2019, through the National Online Licensing System (NOLS). Harvesters will use the National Online Licensing System (NOLS) to go online to view, pay for and print their commercial fishing licences, licence conditions, commercial harvest plan, and/or receipts. To identify the designated vessel to be used, licence eligibility holders must submit the required information via the 'Submit a Request' menu selection within the National Online Licensing System (NOLS). Full instructions are available at: http://www.dfo-mpo.gc.ca/fm-gp/sdc-cps/products-produits/request-demande-eng.htm The designated vessel: -May be designated with multiple category ZM licences; -Must be a Canadian registered vessel, with Transport Canada; Is required by Transport Canada, to have a valid Stability -booklet; and, -May be redesignated by submitting a NOLS request with the new designated vessel information. Category ZM licence holders and vessel masters are advised to review the licence conditions, issued with respect of each category ZM licence. At-sea observer coverage is mandatory for the Food and Bait Herring fishery. Contact JO Thomas and Associates Ltd., the industry selected service provider, at 1-866-930-4000 in order to make arrangements for this coverage. All licence renewal fee payments, and vessel designations must be made through the NOLS. To avoid delays, please ensure the payment, and designated vessel information is submitted to DFO at the same time. Upon the Department receiving the required payment, and designated vessel information, the category ZM licence will be issued and notification will be sent via email to advise Licence Holders that a change has been made to the licence holder's online account. The licence documents, conditions of licence and receipt will be available to be printed at that time.
