Fishery Notice

The Area D Harvest Committee is commencing their selection process in 
anticipation of potential limited effort Chum fisheries on the west coast of 
Vancouver Island (WCVI). Area D licence holders wishing to participate in WCVI 
limited effort Chum fisheries should apply by sending an email to Arnie 
Hengstler, Area D Harvest Committee member (fish@saltspring.com).

Email applications must state clearly:
- Vessel name;
- CFV;
- Vessel operator's name;
- Vessel operator's telephone number; and
- The fishery or fisheries being applied for.

Only e-mail applications will be accepted and the deadline for applying is 
September 11, 2019 at 12:00 hours. To make sure your application has been 
received all fishers must receive a return confirmation email. A draw will be 
held on September 13 and the results will be posted on the DFO Fishery Notice 
system. It is expected that if fishers are selected in this draw, they are 
committed to participate in this fishery.

The draw will select 4 vessels for Area 25, and 3 vessels for Area 26. Selected 
vessels will not be eligible to participate in both fisheries. Alternates for 
each fishery will also be selected and eligible for all fishery draws entered. 

Limited effort WCVI Chum fisheries being considered for 2019 include Esperanza 
(Area 25) and Kyuquot (Area 26). Pre-season forecasts and fishery reference 
points are as follows:

Fishery; forecast; forecast range; lower fishery reference point; target 
fishery reference point.

Esperanza; 43,000; 20,000-65,000; 24,000; 50,000.
Kyuquot; 75,000; 27,000-127,000; 25,000; 68,000.

Kyuquot fisheries in past years have achieved estimated harvest rates above the 
15% target. 2019 management measures are currently in development with the Area 
26 Roundtables to reduce harvest rates for this season.  Final management 
measures will be announced with the draw results, but proposed measures may 
include, but are not limited to, boundary changes and reduced fishing times.

Please note:

The Area D Harvest Committee has offered an additional spot in each fishery to 
the local First Nations if they would like to participate.
