FN0220-COMMERCIAL - Herring - Roe: Gill Net - Strait of Georgia - Opening March 15, 2019
Effective 07:30 hours tomorrow, March 15, 2019 and until further notice, portions of Areas 14 and 17 will open to Gulf licensed roe herring gill nets in Subareas 14-1 to 14-13, 14-15, 17-10, 17-12, 17-13, 17-18, 17-19 and 17-21. The open area for this fishery includes the foreshore of Vancouver Island from Shelter Point to Horsewell Bluff Northerly of Nanaimo including Hornby and Denman Islands. Comox Harbour, Nanoose Bay, and Nanaimo Harbour are closed to fishing and will remain closed for the duration of the fishery. Variation Order 2019-Herr-Gulf-GN-01 in effect. This opening has been sanctioned by the designated HIAB representative and is based on spawn reported along the NE shoreline of Denman Island from Komas Bluff to Whitespit. Total gill net TAC in the Strait of Georgia is 11,472 tons. The DFO gill net manager is Terry Palfrey. Pool captains must report to the DFO Fishery Manager at least twice daily (by pool number) between 07:00 hours and 09:00 hours and between 18:00 hours and 20:00 hours, and as requested by the Fishery Manager: Catch to date, fish on packers on grounds, fish on packers that have left the grounds and amount of herring remaining to be caught by the pool. Fishers are advised to not disturb areas with First Nations cedar bough placements for the harvest of Spawn on Bough or First Nations harvests of Spawn on Kelp for FSC purposes. Known locations of bough placements are: south coast of Denman Island at Repulse Point, Eagle Point to Chrome Island, and S of ferry crossing on E side of Denman; north coast of Denman Island E of Sandy Island; Tribune Bay; and Nanoose Bay, across from the breakwater in Racoon Bay. Boughs may be placed at other locations as well. In the event the fishery moves into the Baynes Sound area fishers are reminded that there are numerous clam and oyster leases in Baynes Sound. Fishers are advised that it is unlawful to fish on a lease without the lease holder's permission. In addition, disposal of human waste into waters where shellfish are harvested or adjacent to shellfish harvest areas creates potentially serious health risks for shellfish consumers. The discharge of untreated sewage into all Canadian inland waters and Canadian coastal waters within 3 nautical miles of land is banned under the Canada Shipping Act. The fishery will remain open until further notice and is not expected to close during the night or during poor weather conditions. The fishery will close when the overall catch target has been reached or after a reasonable fishing opportunity has been provided. As much notice as possible will be given prior to the closure of the fishery. There is a licence requirement to weigh all fish on the grounds. Packer vessel masters must record catch separately by licensed pool. Packer vessel masters are required to notify JO Thomas prior to departing the fishing grounds. A confirmation number is legally required before offloading commences. All herring offloaded must be verified by an observer. This is a mandatory licence condition for transporting roe herring.
