FN0770-COMMERCIAL - Pelagics: Sardine (Pilchard) - 2018 Licencing Information
As per the integrated Fisheries Management Plan (IFMP) and the updated science advice, the Total Allowable Catch (TAC) for sardine in 2018 is 0 mt (zero). Please refer to the IFMP for further details related to stock assessment and the sardine harvest framework. http://waves-vagues.dfo-mpo.gc.ca/Library/40696716.pdf LICENCING INFORMATION: 2018 COMMERCIAL (ZS) & COMMUNAL (ZSF) SARDINE LICENCE RENEWAL REQUIREMENTS VESSEL DESIGNATION - There is NO requirement to designate a vessel in 2018 given that the fishery will not be opened. GETTING YOUR LICENCE - The commercial category ZS $30.00 licence fee will not be collected this year for this closed fishery; the communal commercial category ZSF licence fee is unchanged at $0.00. ALL licence holders (or their Representative) must go through the payment steps of "paying" this $0.00 fee in the NOLS system. Licence holders may now log into their accounts in the National Online Licensing System (NOLS) to renew their 2018 sardine licences. Once logged into your NOLS account, navigate to the 'Pay Fees' section; you will see a $0.00 (zero) dollar fee for the sardine licence. Through "paying" the $0.00 fee you are requesting issuance of the licence and thereby maintaining your eligibility for the licence (ZS), or priority status (ZSF). Once the NOLS has processed the $0.00 fee payment, you will receive an e-mail notification, and the licence document will be available in your NOLS account. Licences will be issued without conditions of licence; the licence document itself will advise: 'this licence does not authorize fishing for sardine'. DEADLINE TO MAINTAIN LICENCE ELIGIBILITY - The deadline to complete the 2018 Pacific Sardine commercial and communal commercial licence renewal process through the NOLS is February 9, 2019, however licence holders are requested to do this now, especially if they are not familiar with, or have lost their passcodes for the NOLS as this can add to delays in renewal. Licences that do not have their fees paid by the deadline date are relinquished to the department (ZS), or lose their status on the priority list (ZSF). If renewal requirements through the NOLS are met, the twenty-five (25) ZSF priority applicants that were eligible as a result of the 2014 season will continue to have priority status when the sardine fishery resumes in 2019 (or beyond). ADVISORY LETTER - A letter is being sent to all licence eligibility holders to advise their status and licence renewal requirements for 2018. NATIONAL ONLINE LICENSING SYSTEM - Harvesters use the National Online Licensing System (NOLS) to go online to view, pay for and print their commercial fishing licences and/or receipts. Upon the Department receiving the required payment, and information, the licence will be issued and notification will be sent via email to advise licence holders/vessel owners that a change has been made to the licence holder's online account. The licence documents and receipt will be available to be printed at that time. Once your request has been processed you will see a 'DFO Approved' response under the 'Request Status' of your request by logging into your NOLS account.
