FN1112-Draft Consolidated 2025/2026 Pacific Herring Integrated Fisheries Management Plan Available for Review and Comment


Fisheries and Ocean Canada is soliciting comments on the DRAFT 2025/2026 Pacific Herring Integrated Fisheries Management Plan (IFMP). The deadline for comment submission is November 17, 2025.

The draft IFMP sets out the policy framework that guides decision making for Pacific Herring. Section 7 outlines the range of harvest options that may be considered for the 2025/2026 season for Pacific Herring. Appendices 5-10 sets out specific information for each of the Pacific Herring fisheries.

New for this year:
• Updated science and stock assessment information in Section 2 and Appendix 3 
• Updated economic information in Section 4.1
• Harvest options for each area are provided in Section 7
• Appendix 1 has been updated with a 2024/25 post-season review 
• Commercial fishing plans for Roe herring, Spawn on Kelp, Food & Bait and Special Use have been updated in Appendices 7-10. A proposal to integrate licensing and management of Food and Bait and roe herring seine fisheries is being evaluated. 

The draft IFMP has also been circulated to First Nations and groups through the established consultation processes, as well as the Integrated Herring Harvest Planning Committee (IHHPC), Herring Industry Advisory Board (HIAB) and other interested parties. Fisheries and Oceans Canada continues to meet with First Nations and stakeholder groups during the consultation period to seek feedback on the plan.
