FN0035-Licensing Information - 2019 Roe Herring Licence Renewal Fee Payment and Licence Issuance


Subject to approval of the Pacific Herring Integrated Fisheries Management Plan 
(IFMP), anticipated in early February 2019, pool selection for commercial and 
communal commercial Roe Herring licences for 2019 will commence on January 14, 
2019.  The final approved Roe Herring quotas will be provided following IFMP 
approval. Pool designations for the Strait of Georgia (SOG) will commence in 
advance of the final approved IFMP in order to allow for completion of the 
licensing process prior to the season starting in late February.  Licence 
eligibility holders must meet the established deadlines in order to ensure 
licence issuance for the 2019 fishing season.  Any adjustments to the schedule 
provided will be announced by way of fishery notice.

Please note the following: 
- Licence renewal applications will not be mailed this year;
- There is no Area selection this year, however the pool designation list  form 
will continue be used for pooling;
- Payment of the 2019 Roe Herring (Gillnet or Seine) licence renewal fee will 
not result in the immediate issuance of the licence document;
- Roe Herring licence renewal applications to identify the pool coordinator and 
the designated vessel for seine  will be provided to all licence eligibility 
holders via the National Online Licensing System (NOLS);
- Access to licensing services is only available via the National Online 
Licensing System (NOLS). 


IMPORTANT DATES FOR THE ROE HERRING SEINE AND GILLNET LICENSING PROCESS:

All deadlines are 16:00 hours on the date as stated below:

January 14, 2019: Seine and gill net licence renewal fee payment and pool 
selection process commences in NOLS;
January 31, 2019: Seine and gill net NOLS licence renewal fee payment deadline;
February 12, 2019: Seine selection into Food and Bait in SOG deadline;
February 13, 2019: Seine and gill net pool selection and designation deadline;
February 15, 2019: Target release date for Conditions of Licence, Licence 
Document & Quota, will be available for printing in NOLS.

PLEASE NOTE any changes or updates to these dates will be provided by way of 
fishery notice.


CATCH TARGETS:
--------------
The commercial Herring licence ideal distribution of licences, based on average 
catch target for 2019, is determined by the coast wide gear catch target, 
divided by the overall number of active licences of that gear type.  There are 
252 seine and 1,267 gill net licences, some of which may be held in inventory 
or marked inactive for other programs.  

Coast wide roe Herring total allowable catch (TAC): 21,493 short tons.

Seine Food and Bait Option: For 2019, Roe Herring seine licence eligibility 
holders may select to harvest in SOG Food and Bait fishery.  If this option is 
elected, the seine licences will not be eligible to participate in the 2019 Roe 
Herring fishery and will instead receive an additional 39.7658 tons quota on 
the designated existing Food and Bait (category ZM) licence.

Selection into the Food and Bait fishery for SOG is on a one way basis until 
the total overall quota for the area has been reached, and Roe Herring seine 
licences which select into the Food and Bait fishery will not be part of an 
area reselection process.  Roe Herring licences that select the Food and Bait 
fishery will transfer 39.7658 tons out of the Roe Herring seine fishery and 
into the Food and Bait fishery for that area. 

This process commenced December 7, 2018 and ends February 12, 2019.


LICENSING INSTRUCTIONS:
-----------------------

(A) LICENCE RENEWAL FEE PAYMENT IN NOLS: 
January 31, 2019 is the deadline for Seine and Gill net licences in NOLS.
Once you have paid the licence renewal fee through the NOLS, the payment will 
be processed; licence issuance will follow at a later date, following approval 
of the IFMP.

(B) PRINT ROE HERRING LICENCE RENEWAL APPLICATION: 
Licence eligibility holders are notified by this Notice to Industry and by 
email to login to their NOLS account and print the Roe Herring licence renewal 
application from the 'Print Documents' menu selection.  Ensure that you fully 
complete the form and submit the form as instructed.

(C) PRINT and COMPLETE ROE HERRING LICENCE RENEWAL APPLICATION: 
Complete all required details on the form to indicate: 
- Pool Coordinator (Gill net and Seine)
- Designated vessel (Seine only)

(D) SUBMIT ROE HERRING LICENCE RENEWAL APPLICATION:
The deadline to submit the Roe Herring Licence Renewal application for Gill net 
and Seine is February 13, 2019; 
- Submit the completed application by the deadline dates shown above.

(E) POOL DESIGNATION LIST: 
The blank pool designation list forms will be sent to all Licence eligibility 
holders via e-mail, or you may call the Pacific Fishery Licence Unit to request 
a copy directly by e-mail or fax.
- Deadlines for submission of completed pool designation lists:
- Gillnet and Seine February 13, 2019;
- Only Pool coordinators are required to submit a Pool Designation List and are 
reminded to ensure the accuracy and completeness of their pool designation list.

(F) PRINT LICENCE DOCUMENTS: 
Once pools and quota numbers are finalised in February 2019, Licence documents, 
which will include Conditions of Licence, Pool list and Quota will be available 
for printing in your NOLS account.  The target date is February 15, 2019. Print 
all of the licence documents as instructed and attach to licence.
