FN0571-Expression of Interest for Central Coast Coho Limited Effort Troll Demo Fishery


This notice supports pre-season planning for a proposed Area F Commercial 
Salmon Allocation Framework (CSAF) demonstration fishery.  As noted in the 
draft IFMP, all CSAF demonstration fisheries will proceed subject to final 
fishing plans being approved in the areas.  A draft fishing plan is being 
developed and will be circulated for feedback to Area F harvesters and 
interested First Nations and stakeholders prior to being finalized. Subject to 
a final fishing plan being approved in the area, a subsequent Fishery Notice 
will confirm fishery opening information and identify fishery participants.

The Department is seeking applications of interest from Area F trollers that 
are interested in participating in the proposed Central Coast Limited Entry 
Coho CSAF Demonstration Fishery.  This proposal was submitted and reviewed as 
part of the work to implement updates to the CSAF and was included in the draft 
2017/2018 IFMP for public review and feedback.  For background information on

The purpose of this CSAF demonstration fishery is to permit a small scale 
opportunity for a limited number of vessels to access coho and pink salmon in 
Areas 6, 7 and 8 and to gather stock composition data where there is currently 
poor biological information available.

This fishery is a limited effort fishery. As described in the IFMP, effort will 
be limited to 4, 3 and 2 vessels in Areas 6, 7 and 8 respectively.  This 
fishery will also have additional mandatory monitoring requirements to 
facilitate CWT and DNA sample collection. Please note that harvesters are 
required to cover all costs of the monitoring program, consistent with CSAF 
objectives and requirements. Monitoring requirements in addition to those 
listed in the 2017 Area F Conditions of Licence include:

1. Each vessel must inform the Area F Troll Manager Peter Katinic, by phone 
(250-559-8330) or email (peter.katinic@dfo-mpo.gc.ca), 24 hrs prior to the 
start of fishing and within 24 hrs of stopping fishing. This is in addition to 
the reporting requirements listed in the Area F Conditions of Licence.
 
2. Catch from this fishery must be separated from catch caught in other areas 
or in the main fishery.

3. All vessels will be required to ensure that all coho salmon heads are 
retained. Exemptions listed by Fishery Notice (E.g. FN0532 and FN0521) do not 
apply to this fishery.  Please refer to FN0535 or your Area F Conditions of 
Licence for salmon head retention and delivery requirements.  

4. Vessel masters must phone JO Thomas & Associates (JOT) at 1-888-624-2646, 
the day prior to landing, to facilitate dockside monitoring of catch. Calls 
must be made between 7:00 AM and 5:00 PM. Validations by JOT  will only be 
conducted at designated landing ports which, in the North Coast will be Masset, 
Queen Charlotte, Prince Rupert, Port Edward, and in the South Coast will be the 
greater Vancouver area and Port Hardy.
