Central Coast Bulletin #07
March 08, 2017: 

The charter vessel Franciscan No. 1 remained in the East Higgins Passage area 
yesterday in order to conduct a test set. They were able to perform a 
successful test set this morning.  The test boat is now proceeding to Moss 
Passage before heading to Powell Anchorage, and then towards Troup Passage and 
Return Channel. No spawn has been reported.

Definitions:
Scratches - Herring present in small schools 1 to 2 tons
Skimmer - Herring spread out near the surface, difficult to quantify
Fish on bottom (FOB) - Herring too close to the bottom to quantify
NFF - No Fish Found
Washed out spawn - Spawn that is coming to an end
Miles - Means nautical miles for this bulletin
