Fishery Notice

Personal service at DFO field offices service counters for Fish Harvester's 
Registration Cards (FRCs) will cease as of June 26, 2015. After this date, 
persons requesting FRC services at DFO field offices will be given information 
to obtain the FRC online via the National Online Licensing System (NOLS) and 
online self-registration.  

All Fishers are reminded to allow up to 5 business days to obtain an FRC prior 
to fishing. Plan ahead!

All Fishers, as well as Representatives and Contacts, may now obtain access to 
all Licensing Services using the National Online Licensing System (NOLS).

Instructions to register in the NOLS will depend on whether you are:

1. New to commercial fishing and never held an FRC before; or
2. A returning commercial fisher who last held a FRC in 2007 and earlier; or
3. A returning Commercial fisher who last held a FRC after 2007.
4. A Representative or Contact who doesn't need an FRC.

Please review the 4 categories below to determine what actions you need to take 
to activate your NOLS account. If you must answer 'Yes' to all of the questions 
in a particular category, please follow the associated instructions.

CATEGORY 1:
-----------
1. Do you want to be a Commercial Fisher? 
2. Do you need a Fish Harvester's Registration Card (FRC), also known as 
a 'Deckhand's Licence' or 'Personal Licence'? 
3. Are you a New Entrant who has never held a commercial fishing licence 
before? 

YES? - If you have answered YES to all three of the questions above, please 
SELF-REGISTER (see below) for NOLS. A Passcode is not required.

NO? - If you have answered NO to questions 1, 2 or 3, review Category 2, 3 or 4.

CATEGORY 2:
-----------
1. Have you ever been a Commercial Fisher? 
2. Did you last hold a Fish Harvester's Registration Card (FRC) in 2007 or 
earlier? 

YES? - If you have answered YES to both of the questions above, please SELF-
REGISTER (see below) for NOLS. A Passcode is not required.

NO? - If you have answered NO to questions 1 or 2, review Category 3 or 4.

CATEGORY 3:
-----------
1. Have you ever been a Commercial Fisher? 
2. Did you last hold a Fish Harvester's Registration Card (FRC) in 2008 or 
later? 

YES? - Answering YES to both of the questions above identifies you are a 
Returning Fisher who has an existing National Online Licensing System account. 
Call Client Support at 1-877-535-7307 and advise that you are a Pacific Region 
Fisher who needs to activate your National Online Licensing Account and would 
like a 'Passcode Re-set'. You will receive a Passcode and must then register in 
NOLS using your Passcode. Note that your passcode is for one time use only and 
will expire within 30 days of issuance.

NO? - If you have answered NO to questions 1 or 2, review Category 4.

CATEGORY 4:
-----------
1. Do you want to be a Representative for a licence holder, or a Contact for an 
Organization, or Vessel Organization?
2. You do not fit into Category 1, 2 or 3?

YES? - If you answered YES to both questions above, please SELF-REGISTER (see 
below) for NOLS. A Passcode is not required.


TO SELF-REGISTER:

You must REGISTER and ACTIVATE your National Online Licence System account.
