The Food and Bait Herring season is anticipated to open on November 7, 2018. 

The share-based approach for access to the Food and Bait herring quota will 
continue for the 2018/2019 fishery. The available quota will be shared on an 
equal percentage basis by each of the current 252 roe herring seine licence 
eligibility holders. 

The proposed interim quotas for the Food and Bait herring fishery, is 6,000 
short tons in Strait of Georgia (SOG). This quota level is subject to change in-
season; any changes will be announced by fishery notice. 

The process will be as follows:

Harvesters will use the National Online Licensing System (NOLS) to go online to 
view, pay for and print their commercial fishing licences, licence conditions, 
commercial harvest plan, and/or receipts. All licence renewal fee payments and 
vessel designations must also be made through the NOLS. 

It is anticipated that eligible HS Licence Holders will be able to begin paying 
their fees and designating the catcher vessel(s) on Wednesday, October 24th at 
10:00 A.M. Any early designation requests will not be processed.  

Fisheries and Oceans Canada will load the $30.00 ZM licence fee to the 
applicant's NOLS account, and, after payment, licence applicants will need to 
designate a catcher vessel prior to licence issuance. Licence applicants may re-
designate their vessel by submitting a request in NOLS and providing the new 
vessel information. 

Please refer to instructions below to Submit a Request to Attach/detach Vessel 
to/from Vessel in NOLS.

- Submit Request;
- Select the Party Account that holds the HS licence eligibilities;
- Select the request type: Vessel Transactions
- Select the sub-request type: Attach/detach Vessel to/from Vessel;
- Under the banner of Requestor Info: you will find an equal number of ZM 
licence(s) as HS or FHS licence eligibilities held. Select one or more ZM 
licence(s) by clicking in the check-box for that licence;
- Scroll down to the Comments box and type in:
------- a) Designated Vessel: MV Vessel Name, VRN 123456
------- b) ZM Licence Number
- Scroll down towards the bottom of the page and select 'Submit';
- Fisheries and Oceans Canada will receive your selection submission, enter the 
information provided, and mark the status of your request as 'DFO Approved - 
Pending Payment';
- You may review the status of your request at any time by navigating to and 
selecting 'Request Status'. 

Please note all requests submitted via the NOLS will be processed by the 
Department based on the date and time stamp of the submission of the request.

Commencement of licence issuance will be announced by way of a Fishery Notice, 
which is anticipated to be Tuesday November 6, 2018. 

Reminders - Designated vessels:  

May be designated with multiple ZM licences; 
Must be a Canadian (Department of Transport) registered vessel; 
Is required by Transport Canada to have a valid Stability booklet; and, 
May be re-designated (changed) by submitting a NOLS request with the new vessel 
information.  

Licence holders and vessel masters are advised to review the licence conditions 
which will be issued with respect to the ZM license. At-sea observer coverage 
is mandatory for this fishery. Contact JO Thomas and Associates Ltd., the 
industry selected service provider, at 1-866-930-4000 in order to make 
arrangements for this coverage.
